I started opening packs after TOTW 5 came out, but I just looked back and I got 2 players from TOTW 4 too so one of them was him I believe.

Well I mean there has to be a reason for the bonus to be there. What does d.p. stand for?

I'm trying to think of a correlation between the player rating and the amount the bonus increases... then maybe multiply it by the rating of a power...

I tried multiplying 300 by its bonus percentage and the number I got wasn't anything.
